David is a tax partner and recently appointed co-managing partner at Sullivan & Worcester LLP.  His practice involves both transactional tax planning and representing taxpayers in disputes with the Internal Revenue Service and the Massachusetts Department of Revenue.  He works frequently with clients in audits, administrative appeals, and litigation.  He has co-chaired the BBA’s Tax Section and the section’s State & Local Tax Committee, and he served for a time at the BBA’s liaison to the DOR Advisory Council.  Beyond Sullivan and the BBA, David serves on the New England State and Local Tax Forum’s Board of Advisors, and the ABA Tax Section State and Local Tax Committee’s Practice and Procedure Subcommittee.  He participates in the Massachusetts Taxpayers Foundation’s Tax Thought Leadership group, the Greater Boston Chamber of Commerce’s Public Policy & Government Relations Leadership Council, the Associated Industries of Massachusetts’ Taxation Committee, and the Independent SALT Alliance.  David recently joined the Leadership Council of the WilmerHale Legal Services Center of Harvard Law School.
