Understanding When Competitive Bidding Laws Apply to Affordable Housing Public-Private Partnerships

This program will review two bid protests recently decided by the Massachusetts Attorney General's Office to illustrate the challenges inherent in determining when affordable housing projects undertaken through public-private partnerships may be “public construction” for purposes of the competitive bidding requirements under M.G.L. ch. 149.

The panelists will review and discuss their recently published BBJ article,Understanding When Competitive Bidding Applies to Affordable Housing in Public-Private Partnerships.
