Revisions to the Massachusetts Surface Water Quality Standards: What Will They Mean?

Description:

Surface Water Quality Standards are critical building blocks in the Clean Water Act’s structure of monitoring, assessment, permitting and restoration.  Proposed amendments to the Massachusetts Surface Water Quality Standards regulations (314 CMR 4.00) made public in October 2019 would update toxic pollutant criteria (including criteria for aluminum and copper) for protection of aquatic life and human health, designate 156 additional cold water streams, update and clarify certain site-specific criteria, and make individual basin tables in the regulations clearer.   In addition to generally updating the Standards, changes are needed to align the Massachusetts Standards with updated guidance on toxics from the U.S. Environmental Protection Agency (EPA). Our expert panelist will review how the Standards are implemented in Massachusetts, describe the proposed amendments, and provide an update on finalizing the regulatory changes.
