Phil is the founder of Brown Counsel.  An experienced attorney and litigator, Phil handles trials, appeals, and mediations on behalf of companies, pension funds, entrepreneurs and other individuals. Phil advises clients in connection with business cases, financial industry issues, real estate matters, employment concerns, and a range of other complex business legal issues.  Phil is also a member of the BBF Society of Fellows and is a former Co-Chair of the BBA’s Solo and Small Firm Forum Steering Committee. He serves as the elected Chairman of the Massachusetts Public Employee Retirement Administration Commission (also known as “PERAC”), which is entrusted with overseeing, monitoring, and regulating the 104 public pension systems in the Commonwealth. Phil is active on the Tufts Medical Center’s Board of Governors. He has also served for many years as Vice-Chair of the Norwell Zoning Board of Appeals. Phil is a graduate of Haverford College, New York University Graduate School of Arts and Sciences (Masters in Politics), and Northeastern University School of Law.
